The goal orientation of the reform of rural medical security poverty alleviation policy: Change from “cliff effect” to “slope effect”

Abstract: How to alleviate the “cliff effect” of medical security and welfare is an urgent problem facing the current stage of consolidating and expanding the achievements of poverty alleviation and rural revitalization. Combined with the survey data of Hubei province, the “cliff effect” of the medical security welfare of poor and non-poor was analyzed in the stage of poverty alleviation. The results show that under the framework of the medical security poverty alleviation policy, the medical security benefits of the poor households enjoy are significantly higher than the non-poor households. Although the resulting “cliff effect” can effectively solve the poverty alleviation problem of the poor households, it can not effectively prevent the poverty-causing problem of the non-poor households, especially the poor marginal households. Based on this, some suggestions are put forward, such as limiting the conditions of hospitalization and outpatient reimbursement, establishing unified medical assistance standards, implementing classified assistance measures and strengthening the system construction of medical services.
