Abstract: Since the strategy of rule of law was put forward, promoting the modernization and legalization of governance had become the main task and development goal of China. At present, there were many difficulties in the legalization of basic-level governance in ethnic areas, such as the absence of governance mechanism, conservative governance concept, weak awareness of the rule of law, improper governance measures. From the aspects of perfecting the governance mechanism, changing the governance concept, establishing the awareness of the rule of law, optimizing the governance resources, this study put forward the paths of legalization of basic-level governance in ethnic areas, in order to provide guidance and reference for the basic-level governance in ethnic areas.
