Abstract: The outbreak of the COVID-19 epidemic has posed a huge challenge to China’s emergency management system for public health emergency,exposed the shortcomings and deficiencies of emergency management system. Based on this situation,this study analyzed the whole process of emergency management of public health emergency in China, discussed the challenges faced by emergency management of public health emergency at this stage, further proposed a path to realize modernization of emergency management of public health emergency from the whole process of emergency management.
