Abstract: Through the construction of evaluation index system of rural endowment industry development in Xi’an city, the suitability of different resource factors in the development of the rural endowment industry was analyzed by using the analytic hierarchy process, and then the resource factors with low suitability were targeted to improve, so as to promote the development of the rural endowment industry in Xi’an with high quality, provide new pension mode and solution for the promotion of the pension industry.
