Abstract: This paper took Qingjiangpu district of Huai’an City as an example to introduce the balanced scorecard (BSC) into the performance evaluation of local government’s rural water environment governance. In accordance with the principle of system integrity, scientificity and operability, the government performance evaluation system of rural water environment governance was constructed from four dimensions of finance, customer, internal process and learning and growth, and 18 specific performance measurement indexes were determined through drawing the strategic map. On this basis, the analytic hierarchy process (AHP) was used to determine the weight of each index in the criterion layer and the index layer, and the relative importance of the index was made clear, so as to achieve the purpose of comprehensive evaluation of the government performance of rural water environment governance.

Key words: balanced scorecard, analytic hierarchy process, water environment management, performance evaluation, Qingjiangpu district
