Study on the performance evaluation of high-standard farmland construction in Wuhan City under the background of rural revitalization

Abstract: Taking the three major grain producing areas in Wuhan City as an example, and the completed eight typical high standard farmland construction projects as samples, this paper considered the implementation process and benefit of the project, built the performance evaluation index system based on the behavior and the results, used the improved grey target model to analyze and evaluate high-standard farmland construction project performance, and finally put forward relevant policy recommendations. The results showed that the integrated target value of eight sampls was 0.596~0.798. Baimiao project area of Liji street in Huangpi district had the best performance, and the "four modernizations synchronization" demonstration town project area of Wulijie street in Jiangxia district had the worst performance. The evaluation results of the project implementation process and the benefit performance were basically consistent with the actual situation of the sample area; the target values of project implementation performance layer and benefit performance layer were 0.180~0.217 and 0.405~0.603, respectively, which suggested that the contribution of the project benefit performance was relatively large; the improved grey target model made up for the deficiency of the old gray target model, and had certain actual application value in terms of the performance evaluation of construction of high-standard farmland.
