Abstract: In this paper, firstly, combining the characteristics of urban and rural logistics demand and supply, the difference between urban and rural logistics demand was described by the service satisfaction function, and the location model of multi-type logistics nodes under the efficiency and equity objectives of different subjects was constructed by combining the queuing theory, and the tabu search algorithm was designed to solve the problem. Secondly, considering the two-way flow characteristics of industrial products and agricultural products in urban and rural logistics activities, a two-level planning model with government as the upper layer and enterprise as the lower layer was established, and a genetic algorithm was designed to solve the problem. Finally, taking the construction of the urban and rural distribution network in Jiaohe city, Jilin Province as an example, this paper discussed the location of urban and rural logistics nodes with both efficiency and fairness. The research found that in the context of rural revitalization, the location selection based on the current situation of the imbalance of urban and rural logistics resources should take into account efficiency and fairness, and rationally allocate urban and rural logistics resources. This paper discussed the selecting strategies of urban and rural logistics nodes from a dual perspective, and provided valuable reference for enterprises and governments to allocate urban and rural logistics resources and make policies.
