Research on the factors affecting the effectiveness of regional science, technology and innovation policies based on the web search index:A case study of Xinjiang

摘要: 促进科技创新活动的关键在于科技创新政策,提高科技创新政策有效性在科技创新事业发展中有着重要的指导和推动作用。构建了网络搜索数据与科技创新政策有效性的关系框架模型,对新疆2012年1月1日至2020年3月31日网络搜索指数与科技创新产出数据进行实证分析。结果表明,网络搜索数据与科技创新政策有效性存在较强的动态关联性,公共服务和知识产权对科技创新产出影响最为显著,对科技创新政策有效性影响最大,基础建设和人力资源对科技创新产出影响相对较弱,对科技创新政策有效性影响相对较小。

Abstract: The key to promoting scientific and technological innovation activities lies in scientific and technological innovation policy, and improving the effectiveness of science and technology innovation policy has an important guiding and promoting role in the development of scientific and technological innovation. A framework model of the relationship between the web search data and the effectiveness of science and technology innovation policies was constructed, and an empirical analysis was conducted on the web search index and the output data of science and technology innovation in Xinjiang from January 1, 2012 to March 31, 2020. The results showed that there was a strong dynamic correlation between the web search data and the effectiveness of science and technology innovation policies. Public services and intellectual property rights had the most significant impact on the output of science and technology innovation, and had the greatest impact on the effectiveness of science and technology innovation policies. Infrastructure and human resources had a relatively weak impact on the output of science and technology innovation, and had a relatively small impact on the effectiveness of science and technology innovation policies.
