Abstract: Based on 16 secondary indicators in five primary indicators from resource competitiveness, industrial development, supporting services, social support and tourism environment for global tourism, based on 20 secondary indicators in five primary indicators from industrial prosperity, ecological livability, rural civilization, effective governance and affluent life for rural revitalization, the comprehensive evaluation index system of two systems of global tourism and rural revitalization was constructed, and the comprehensive evaluation index model and response model were used to analyze the development level of global tourism and rural revitalization, and rural revitalization response to global tourism development in Shangluo City from 2016 to 2019. The results showed that the comprehensive evaluation values of global tourism and rural revitalization in Shangluo City were on the rise from 2016 to 2019, and global tourism and rural revitalization showed a positive response. The response index of rural revitalization to global tourism development was on the rise, and the response was continuously strengthened, which showed that the two systems were in a coordinated development during this period. The paper put forward some suggestions on how to continuously consolidate and improve the coordinated development between the two systems for the slowdown in the growth rate of responsiveness.
