Abstract: With the acceleration of urbanization,the problems of interest division between local government and landless farmers were becoming more and more prominent.The conflict between them had become an important factor hindering the process of urbanization.Based on the analysis of the game fit point between the local government and the landless farmers,this study constructed the model of the relationship between the two,and explained the results.Finally,it put forward the path to realize the balance of interests from two aspectsthe consistency of the goal and the establishment of the system guarantee.
