Abstract: The evaluation index system for the implementation of the household garbage classification policy was constructed from six aspects of execution validity, execution strength, execution attitude, execution angle, execution speed and execution difficulty. Then, the AHP method was used to reckon the index weight of each level, and the FCE method was used for comprehensive evaluation. The results indicate that the weight values of the six standard levels are execution strength>execution validity>execution difficulty>execution attitude>execution angle>execution speed. The comprehensive evaluation result of the implementation of the domestic waste classification policy in Jiading district, Shanghai is at a strong level. On the one hand, it shows that there is still room for improvement in the implementation of the domestic waste classification policy in Jiading district. On the other hand, it also shows that the prospects for compulsory classification of domestic waste to be fully spread nationwide are promising. Finally, some suggestions are put forward based on the evaluation results.
