Abstract: Based on the combination of quantitative analysis and qualitative analysis, the decision-making method based on fuzzy-consistent matrix method was used to establish the performance evaluation system of Jiangsu river chief system to understand the implementation effect and existing problems of Jiangsu river chief system. The results show that the river chief system has played an active role in the governance of rivers and lakes in Jiangsu Province, but there are still volatility and inadequacies in the current development of the river system. In this regard, suggestions were made for formulating special regulations, improving the evaluation system, and increasing publicity.
