Abstract: The main problems faced by the development of agricultural science and technology in Hubei province were objectively analyzed. The main reasons that restrict the development of agricultural science and technology in Hubei province have been found out. Four aspects were put forward to promote the development of agricultural science and technology in Hubei province, including deepening the reform of agricultural science and technology innovation system, establishing a multi input system with government investment as the main part, building an incentive mechanism for agricultural science and technology innovation and entrepreneurship, and improving a new mechanism for transformation of achievements. The countermeasures and suggestions for the development of science and technology are aimed at promoting the implementation of the strategy of vitalizing villages in Hubei province and accelerating the transformation of Hubei province from a large agricultural province to a strong agricultural province.
