Abstract: Using the theoretical framework of Sen’s function and capability welfare theory,the variation of welfare level of farmers whose land has been circulated in Rudong country of Jiangsu province was researched by the fuzzy comprehensive evaluation method. The results indicated that the welfare level of farmers has been increased slightly after land circulation. The fuzzy evaluation value increased from 0.452 to 0.469. However, their welfare was still at the low level. Despite the economic situation and environment condition deteriorated, the social security, non-agricultural employment and psychological conditions have been improved.
