Abstract: The development of straw resources utilization has been paid attention by the country and society,but the development speed was slowly.This study analyzed the dilemma of collaborative governance of straw resources utilization in Jingzhou city,Hubei province.It was found that the concept of multi-agent collaborative governance was not strong,the function of multi-agent was ineffec-tive,and the operation of multi-agent collaborative governance was not coordinated,which affected the collaborative governance effect of straw resources utilization.On this basis,this study further put forward some countermeasures,such as strengthening the concept of multi-agent collaborative governance,improving the operation guarantee mechanism of multi-agent collaborative governance,and strengthening the communication among multi-agent,so as to improve the effect of collaborative governance,promote the develop-ment of straw resources utilization,and realize the construction of rural ecological civilization.
