Abstract: Shandong province is divided into three regions： East, middle and west. Based on the development status of “five hands” in Shandong province, 407 valid questionnaires of 344 towns （street offices） and 395 administrative villages （communities） of 125 counties （cities and districts） in 16 cities are used to analyze the the differences in the development of promotion means （land scale management, village layout adjustment and land resource integration, beautiful rural construction and rural complex construction） in the east, central and western regions. The results show that the central region has the most remarkable achievements in land scale management and village layout adjustment, the improvement effect of land resources consolidation is obvious in the western region, and the eastern region is better than the central and western regions in beautiful rural construction and rural complex construction.
