Abstract: A field survey on the agricultural transfer population of GL Street in Nanjing was conducted to examine the urbanization characteristics and evaluate the citizenization level of the agricultural transfer population in the GL streets. According to the mechanism of internal and external variables,an evaluation index system including three exogenous indicators（residential conditions,economic conditions,social and public services） and three endogenous indicators（social integration,political participation,and psychological identification） was constructed,and an evaluation model was built by using the analytical hierarchy process（AHP）. The result showed that the overall urbanization level of GL streets was low,and the true transformation from farmers to citizens could not be completed. Accordingly,relevant policy recommendations were proposed.
