灰水足迹视角下长江经济带水质与经济发展关系测度

Measurement of the relationship between water quality and economic development in the Yangtze river economic belt from the perspective of grey water footprint

摘要: 基于水足迹理论,从水环境污染(灰水足迹)视角探讨了长江经济带水污染与经济增长的互动变化关系,利用脱钩模型进一步研究长江经济带各省市经济发展和灰水足迹的脱钩关系,对长江经济带2001—2015年灰水足迹总量及其结构变化特征进行了核算与分析,综合评价长江经济带各省市水资源压力状况,分产业对各省水污染情况进行分析。研究发现,长江经济带灰水足迹总量上呈波动下降趋势,灰水足迹和GDP增长脱钩关系总体呈现由弱脱钩向强脱钩状态转变,这表明区域内水环境与经济社会发展协调程度显著增强,但农业灰水足迹在湘、鄂、云、贵等省市仍呈现弱脱钩状态,因此今后要进一步加大对该地区的农业用水污染防治力度,实现产业间的协调良性发展。

Abstract: Based on the theory of water footprint, the interactive relationship between water pollution and economic growth were explored in the Yangtze river economic belt from the perspective of water environmental pollution (grey water footprint), and used the decoupling model to further study the decoupling relationship between economic development and gray water footprint in the Yangtze river economic belt. The total gray water footprint and structural change characteristics were calculated and analyzed of the Yangtze river economic belt from 2001 to 2015, the water resources pressure of each province and city in the Yangtze river economic belt was comprehensively evaluated, the water pollution situation of each province was analyzed by industry. The study found that the total gray water footprint of the Yangtze River Economic Belt showed a fluctuating downward trend, and the decoupling relationship between the gray water footprint and GDP growth showed a transition from weak decoupling to strong decoupling, which indicated that the coordination degree of water environment and economic and social development in the region was significantly enhanced. However, the agricultural grey water footprint was still weakly decoupled in Hunan, Hubei, Yunnan, Guizhou and other provinces and cities. Therefore, it was necessary to further strengthen the prevention and control of agricultural water pollution in this area in the future to achieve coordinated and sound development among industries.
