Abstract: Public rental housing is an important housing security measure in China, which aims to solve the housing problem of low- and middle-income residents. However, the withdrawal of public rental housing is a great problem in the later manegement of public rental housing. In the more than 10 years since 2007, Urumqi had built more than 70 000 sets of public rental housing, which had greatly eased the housing problem of the low-income group in the capital, and played a positive role in the local social stability of Urumq. However, the withdrawal of public rental housing at the same time still needs to be paid more attention by policy makers and managers. It is urgent to study the problems such as inadequate management, imperfect mechanism and illegal occupation of public rental houses. This study takes five public rental housing communities in Urumqi as samples, uses Logistic model to analyze the game evolution of the lessee's rent-seeking behavior based on the factors affecting the lessee's rent-seeking behavior, so as to provide effective suggestions for the establishment of the flexible exit mechanism of public rental housing in Urumqi, so that the public rental housing policy can benefit a wider range and improve people's happiness in life.
