Abstract: The rural revitalization strategy is the top priority of the party and state work in the new era. The rural revitalization has rich scientific connotation, target requirements and realization path. It is difficult to fully realize urbanization and citizenization, and the realistic background of the unbalanced cultural level between urban and rural areas and regions, so that rural development must pay attention to the development of the village itself and realize the localization of the village. By giving full play to its own advantages and based on the local realities, promoting rural development according to local conditions, industry and people’s conditions, and realizing the rural residents ability to enjoy “different but equivalent” social living standards and welfare benefits for urban residents in the countryside, that is, to achieve urban and rural equivalent.
