Abstract: On the basis of defining the connotation of basic pension service industry, by introducing the theory of elite capture and combining with field research, this study identified elite capture phenomena in four kinds of allocation processes of the resource elements of basic pension service industry, including the public construction and private operation of elder care institutions, the procurement of aging service facilities, the government's financing of outsourcing aging services, and the bidding of aging service related topics. It is found that elite capturewill lead to unsatisfactory effect of government projects, impact excellent pension service enterprises, hinder the orderly development of pension service industry ,difficult to guarantee the quality of pension service, and aggravate the social injustice. This study reflects on the aspects of the government responsibility orientation, the procurement procedure, the quality evaluation and supervision mechanism, and the collusion between power holders and resource captors.
