Abstract: By analyzing the realization path and practical significance of dual-track governance integrating collective action of rural revitalization, taking Z village, Lanshan district, Linyi city as an example, the dual-track governance process of the first secretary embedded in rural areas under the background of rural revitalization was explored. As the main body of grassroots governance, the first secretary and the village two committees are embedded in the object of grassroots governance of “village and household” through three holistic paths of reciprocal resource dependence, resource-led power apex, and movement autonomous mobilization, so that resource integration under administrative mobilization plays a role in the field of rural revitalization. And Z village has achieved practical results in four aspects of agricultural and rural modernization construction, grass-roots party organization construction, rural construction action and innovative management and service mode.
