The superiority and reality of village regulations in rural governance

Abstract: The village regulations blended in democracy, law and morality was the combination of autonomy, rule of law and rule of virtue. They showed dramatically superiority in rural governance and dealing with troubles. However, in the new time, the village regulations were also meeting new challenges about weaken adaptability, limited function and that the penalties regulated were legal or not. When facing these new challenges, we should strive to set up late-model village regulations with marcoscopical and microsopical view. To start from the macro-view, “Govern with rules, Guide with values”; In terms of concrete measures, to deal with the problems pertinently, we’d better set up late-model village regulations, keep balance between the right of democracy and the power of executive and inflict penalties by a form of contractualization. And the aim of those was to strive to make villages become the land of promise so that “Das Dichten ist das ursprüngliche Wohnenlassen”.
