Abstract: The status of the water environment of the Huai River Basin and the benefit value of the governance performance evaluation were analyzed. Taking the Huai River Basin Water Resources Protection Bureau as the research object, using the balanced scorecard as the performance evaluation method, the indicator system is constructed from four dimensionsfinancial indicators, customer indicators, internal process indicators, learning and growth indicators. the scientific evaluation of the governance input of the Huai River Basin Water Resources Protection Bureau was carried out. So as to discuss the rationality of relevant water environmental protection policy formulation and expand new ideas for water environment governance.
